ஆல்ஹகாலிக்ஸ்அனானிமஸ்


நண்பர்களே,

 குடியின் வரலாற்றில் முக்கியமான பெயர் வில்லியம் டங்கன் சில்க்வர்த். குடியை ஒரு தனிமனிதனின் பழக்கமாக மட்டும்தான் சமூகம் பார்த்துக்கொண்டிருந்தது. தன்னுடைய பலவீனம் காரணமாக, தன்னுடைய விருப்பம் காரணமாக அவன் அதை கடைப்பிடிக்கிறான் என்றார்கள். அவனை உபதேசித்தும் கண்டித்தும் திருத்த முயன்றார்கள். மதம் சார்ந்தும் சமூகச்சட்டங்கள் சார்ந்தும் அவனை கட்டுப்படுத்தினார்கள். தண்டித்தார்கள்.

சில்க்வர்த் அதை ஒரு நோய் என்று விளக்கிய முன்னோடியான அறிஞர். குடிகாரர் ஒரு நோயாளி, குடிநோயாளி. அதை முதலில் அவர் உணரவேண்டும். அது தன்னுடைய வாழ்க்கைமுறை அல்ல, தன் பிடியில் நிற்கக்கூடிய ஒரு பழக்கம் அல்ல என்று அவர் அறிய வேண்டும். ’சாயங்காலமானால் எனக்கு கைகால்கள் உதறும், கொஞ்சம் குளிரும், இது என்னுடைய பழக்கம், நினைத்தால் நிறுத்திக்கொள்வேன்’ என்று மலேரியா நோயாளி சொல்வதைபோன்றது நம்முடைய குடிகாரர்கள் பலர் குடியைப்பற்றிச் சொல்வது.

அடிப்படை சமன்பாடில்லாத களம் - கூடங்குளம்

களம் நிறம் மாறுகிறது. கருத்து பரிமாற்றங்கள் திசை மாறுகின்றன. காவலர்களும் - மீனவர்களும் மோதும் களமாக கூடங்குளம் மாறியதின் மூலம் என்ன ? கூடங்குளம் விசயத்தில், அமைச்சர்கள் அலட்சியமான - பொறுப்பற்ற பேச்சுகளால் மக்களை ஆத்திரம் கொள்ள செய்ததுதான் இந்த நிலை ஏற்பட காரணம். ஒரு தொழில் நுட்ப உற்பத்தி நிலையத்தால் தங்களின் வாழ்வாதாரம் பாழாகும் என அச்சம் கொண்ட மக்கள் ஒரு புறமும் - எந்த ஆய்வறிந்த அறிக்கைகள் மூலமாகவும் சமாதானப்படுத்தாமல் - காவல் துறை கொண்டு பயமுறுத்தும் அரசாங்கம் மறுபுறமும் என அடிப்படை சமன்பாடில்லாத களத்தில் உள்ளது கூடங்குளம் சவால்கள். எந்த ஒரு சமுதாய பயன்பாட்டிற்கும் தகுதியற்ற தின மலர் போன்ற பத்திரிகைகள், இதில் புகுந்து கூச்சலிடுவது , வணிக தந்திரம். அந்த பத்திரிகையின் ஆசிரியரோ - நிருபரோ இது வரை அணு உலை பாதுகாப்பு குறித்த சர்வதேச கருத்துக்களை நடுநிலையோடு வெளியிட்டதில்லை. அணு உலை எதிர்ப்பாளர்களை நோக்கி தனி நபர் விமர்சனம் செய்து, பத்திரிகை சுதந்திரத்தை தரம் தாழ்த்தியது தின மலர். அணு உலையின் கதிர்வீச்சை விட ஆபத்தானது இது போன்ற பத்திரிகைகளின் செயல்பாடுகள். எதிர்மறை கருத்து வெளியீடு செய்து பத்திரிகையின் விற்பனை அதிகரிக்க செய்வதுதான் இதன் நோக்கம். அணு உலை எதிர்ப்பாளர்களும் - அணு உலை ஆதரவாளர்களும் தத்தமது நிலைப்பாட்டில் மிகுந்த நிபுணத்துவம் பெற்றிருக்கவில்லை என்பதுதான் உண்மை. அவரவருக்கு தெரிந்த - அறிந்து கொண்ட விசயங்களை கொண்டு வாதிடுகிறார்கள். அதிலும் அணு உலை ஆதரவாளர்களுக்கு, மாநிலத்தின் மின் பற்றாகுறை நிலையை முன்னிறுத்தி வாதிட்டால் போதும் என்ற நிலைக்கு வந்துவிட்டார்கள். அணு உலையால் ஆபத்து இல்லை என சில விஞ்ஞானிகளின் விளக்க உரைகளால் சமாதானப்படுத்த முயல்கிறார்கள். இந்த துறையில் தொழில் நுட்ப அறிவு கொண்டவர்கள் கூட, அணு உலையின் கதிர்வீச்சு தன்மை குறித்து ஒருமித்த கருத்து கொண்டவர்கள் அல்ல எனும்போது அணு உலை பாதுகாப்பு குறித்த நம்பகத்தன்மை முழுமையடையவில்லை என்றுதானே அர்த்தம். இத்திட்டம் தொடங்கப்பட்ட காலம் முதலே எதிர்ப்புகள் பாராளுமன்றத்தில் பதிவு செய்யப்பட்டுள்ளது. இந்த அணு பிளப்பு தொழில் நுட்பம் மூலமாக மட்டுமே நாம் எதிர்கால மின் தேவைகளை சமாளிக்க முடியும் என அப்போதைய அரசாங்கம் எந்த ஒரு ஆய்வறிந்த அறிக்கையும் மக்களுக்கு தரவில்லை. மேலும், எண்பதுகளின் இறுதியில் வாழ்ந்த சந்ததியினருக்கும் தொழில் நுட்பம் சார்ந்த சந்தேகங்களை எழுப்பும் விழிப்புணர்வு இல்லை என்பதுதான் உண்மை. எனவே, இந்த திட்டத்தை ஆரம்பத்திலேயே ஏன் எதிர்க்கவில்லை என்ற கேள்வி நியாமமில்லை. மின் உபயோக தட்டுப்பாடு ஏற்பட்டு - மின் தடை நேரம் அதிகரிப்பதற்கு, கூடங்குளம் அணு உலை இயக்கபடாதது காரணம் என்று வாதம் பத்திரிகைகள் மூலமாக பரவலாக முன்னிறுத்தப்படுகிறது. எண்பதுகளின் இறுதியில் துவங்கப்பட்ட ஒரு அணு மின் உற்பத்தி நிலையம் , கிட்டத்தட்ட 23 ஆண்டுகள் கழித்து ஏற்பட்டிருக்கும் மின் பற்றாகுறையை சாமாளிக்க கூட தயாராகவில்லை என்றால் திட்டத்தின் நோக்கத்திலும் - செயலாக்கத்திலும் நீண்டகால குறைபாடு உள்ளதை அறிந்து கொள்ள முடிகிறது அல்லவா ?. இப்போதைய எதிர்ப்பாளர்கள் மட்டும் காரணம் அல்ல என்பது புரிகிறது. தனி நபர் அதிகாரம் நிறைந்த அரசியல் கட்சிகளால் ஆட்கொள்ளப்படும் இந்திய பாராளுமன்ற ஜனநாயகம், இது போன்ற திட்டங்களை செயல்படுத்துவதில் காரணமற்ற கால விரயம் - பொது நோக்கில் அலட்சியம் போன்ற பலவீனங்களினால் தோல்வியடைகிறது. ஆனால், தங்களின் பலவீனங்களை மறைப்பதற்காக தற்கால தேவைகளை மட்டுமே பூதகரமாக முன்னிறுத்தி திட்டத்தை நிறைவேற்றிவிட துடிக்கிறார்கள் ஆட்சியாளர்கள். இத்திட்டம் நிறைவேறுவதால் மக்களின் மின் தேவை பூர்த்தியாகிறதோ இல்லையோ, இத்திட்டத்திற்காக ஒப்பந்தம் செய்யப்பட்ட நாட்டை சமாதானம் செய்ய வேண்டிய கட்டாயம் - மேலும் இத்திட்டத்திற்காக அதிகரித்த செலவு காரணம் காட்டி வாங்கிய கடனுக்கு உலக வங்கிக்கு பதில் சொல்ல வேண்டிய நிர்ப்பந்தத்தில் மத்திய அரசு உள்ளது. கடல் வளம் அழிக்காத - மக்கள் நலம் பாதிக்காத தொழில் நுட்பம்தான் அணு உலை என்பதை சமான்யர்களுக்கு புரிய வைக்க வேண்டிய கடமை அரசாங்கத்திற்கு உள்ளது.
